Gymkhana Rules

 

The rules contained in this book are written to allow each rider the same opportunity to maintain standards of dress and comportment that will reflect upon the Nevada Bandits Riding Club. The foregoing should be used in interpreting and applying each rule. If there is any doubt as to a rule infraction, this doubt shall be resolved in favor of the rider.

 

Section 1.0 – General Rules

 

1.1           When ever the masculine is used it also includes the feminine. Whenever horse is used it also includes pony.

 

1.2           In the peewee class, a peewee is considered as one who has not reached his or her 8th birthday prior to January 1 of the current year.

 

1.3           In any class, the junior is considered as one who has not reached his or her 18th birthday prior to January 1 of the current year.

 

1.4           A junior shall not be allowed to ride a stallion.

 

1.5           Entries may be of any breed or height.

 

1.6           Unsoundness shall not penalize an entry unless it is determined by either the show manager or the judge to be sufficiently severe as to be hazardous to the contestant or considered an act of cruelty to the horse. In such a case, management shall bar the entry from further participation.

 

1.7           No two or more teams or contestants shall complete simultaneously in the same Gymkhana event.

 

1.8           Show management has the authority to enforce all rule infractions which occur outside the arena.

 

1.9           Sign ups open at 8:00 am and the Shows start at 9:00 am

 

1.10     There will be a three minute gate, call.

 

1.11     Contestants may be asked to leave premises for unsportsmanlike behavior, excessive intoxication or foul language.

 

1.12     Riders and horses should stay out away from the gate area so riders can go in and out safely.

 

1.13     Lead-line rider’s can not break a trot. Open to all ages, riders in the Lead-line classes are not eligible for any other division. Leading person must have a hold of the lead line at all times. The horse must cross the start and finish line first, not the leading person.

 

1.14     Pee-wee division is open to riders 8 and under who are beginning riders. Children who qualify for division 6 or better ratings in more than two shows do not qualify for Pee-wee classes. They will be moved to the appropriate division.

 

1.15     A downed pole, barrel, jump or obstacle carries a 2 second penalty for each object knocked down.

 

 

1.16     All high point qualifiers must be members of the Nevada Bandits Riding Club and be the same horse and rider throughout the year. They must also attend at least 75 % of the silver series shows to qualify for the high point and or year end awards.

 

1.17     Riders must have horses under control before leaving the arena. The gate shall remain closed until the horse is under control.

 

1.18     Cause for disqualification:

 

Off course

 

Loss of flag or if the flag falls out of the pot once the rider has let go of it.

 

Getting bucked off, falling off a horse during the course event.

 

Crossing back through the timing light before finishing the course or crossing the timing light after the course is complete.

 

1.19     There are two votes per family at the meetings. If 15 year old or older wishes to have a vote of there own they need to pay for an individual membership.

 

1.20     Every new horse must start in open.

 

1.21     A horse and rider team must compete and have a time for 3 of the four events to have a rating for that show.

 

1.22     All points follow the horse and rider combination throughout the series, when they are moved into a higher division.

1.23     No horse rider combination can win high point in a division they have never ridden in.

 

1.24     In April 2008 it was voted on by the club that the Nevada Bandits would be exclusively a gymkhana club.

Section 2.0 – Attire and Tack

 

2.1           When tack or equipment breaks or the horse casts a shoe, while on course, the entry shall be allowed to continue so long as the course can be completed without cruelty to the horse or danger to the rider.

 

2.2           Breakage of tack or equipment shall not entitle the rider to a re-ride.

 

2.3 All riders will wear long pants, and boots. There are no halter tops, tube tops, tank tops or tummy tops allowed.

 

Section 3.0 – Timing

 

3.1           Time shall start when any part of the horse crosses the starting line and shall end when any part of the horse crosses the finish line upon completion of the course, or when disqualified by the judge.

 

3.2           A rider shall be considered “On Course” once any part of the horse crosses the starting line and until every part of the horse crosses the finish line after completing the course.

 

3.3           The position of the timers shall always be at the start/finish line.

 

3.4           Time shall be taken by the use of an electronic timer, or manual stopwatches all of which are graduated to at least 1/100th of a second

 

3.5           The official time shall be taken from either the electronic timer or from two manual watches. If the two manual watches have different times an average shall be used.

 

3.6           If the electronic timer fails to operate and there is not backup timer the rider is allowed a re-ride.

 

3.7           Disqualified times shall not be recorded or announced.

 

3.8           For disqualified rides, timekeepers must put a “0” in the time box of the time sheet.

 

3.9           When the timers fail to operate. If the first run was clean (no downed obstacles) and the second run is not, the rider shall be given the option of a third and final run.

 

3.10     When the timers fail to operate. If the first run was not clean, and the second and/or third run is clean, the penalty from the first ride shall be added to the final run’s time.

 

3.11     If no runs were clean, the time shall be from the final run, but the penalty shall be the highest number of downed obstacles.

 

3.12     If the first run was disqualified, the second and/or third runs shall be for time only. The disqualification shall remain in effect.

 

 

Section 4.0 – Placing

 

4.1           Show placing will be based on the “Actual Time” ran, not the Base Time.

 

 

 

 

 

 

4.2           In the case of a tie for an event placement all riders shall be awarded the same placing and points. The subsequent number of placing shall not be awarded, i.e. three riders tie for first place, all three receive first place point, there shall be no second or third place points given. The next rider shall receive fourth place points.

 

4.2.1   Distribution of the event’s awards shall be at the discretion of show management.

 

4.3           In the event of a tie for a show’s High Point awards, the tie shall be broken using the following steps:

 

4.3.1   When all riders involved rode all of the events.

 

4.3.1.1       If there were no disqualifications, the tie shall be broken by combining the actual time ran in each event. The rider with the lowest overall time shall be declared the High Point winner.

 

4.3.1.2       If any rider involved in the tie was disqualified, in one or more events, the award shall be given to the rider who has no disqualifications.

 

4.3.1.3       If all of the riders involved in the tie were disqualified, in one or more events, the tie shall be broken by combining the time from those events in which none of the involved riders were disqualified

 

4.3.2   When any rider involved did not ride in all of the events.

 

4.3.2.1       If there were no disqualifications, the rider who did not ride all the events shall relinquish the award for the tied position, and accept the award for the next lower placing. Both riders shall receive the same points.

 

4.3.2.2       If any rider involved in the was disqualified, in one or more events, the award shall be given to the rider

 

4.3.2.3       If all of the riders involved in the tie were disqualified, in one or more events, the tie shall be broken by combining the time from those events in which none of the involved riders were disqualified.

4.4.1   All times recorded which are higher than those shown for the third place shall be awarded 4th place.

 

4.4.2   High Point and Reserve High Point for a single entry division shall be based on a percentage of the total points possible (number of events times first place points):

 

High Point 75 % Reserve High Point 50%

This applies to each show’s High Point and also end of the year series High Point.

 

Section 5.0 – Starting Order

 

5.1           Management shall designate the order in which entries shall compete

 

5.2           The entry number and/or the rider’s name shall be announced when being called into the arena.

 

Section 6.0 – Start and Finish of Course

 

6.1           The rider starts at will.

 

6.1.1   If there has been a delay, the Judge will signify the timers are ready, the course is clear, and call for the rider to start.

 

6.2           A rider may be assisted into the arena, by leading or herding until the horse has fully entered the arena. The assistant must then exit the arena. After the entry is in the arena no assistance of any kind shall be permitted.

 

 

 

6.2.1   This rule shall NOT apply to riders who have not reached their 13th birthday. For these riders, the assistant shall be allowed to enter the arena and remain in the arena until the rider has completed the course and exited the arena. The assistant may not enter the course.

 

6.3           Upon entering the arena, the rider must have his/her horse under control. After entering the arena, the rider must momentarily break the horse’s forward motion either by coming to a four footed stop, backing, circling, or turning the horse 180 degrees away from the start finish line.

 

6.3.1   In Reverse Course events, there shall be an imaginary line from the start/finish line markers to the side fence. Breaking of forward motion must be done after the horse crosses this imaginary line.

 

 

6..4 The horse must come to a halt after finishing the course and before leaving the arena, but may turn or circle before coming to a halt.

 

6.4           All gates to the arena shall be kept closed during the running of every event. No gates shall be opened until the rider has completed the course.

 

Section 7.0 – Types of Divisions

 

7.1 Average Time Division

 

7.1.1   Only times from a qualifying Event will be used.

 

7.1.2   “Off Course” or Disqualifying times shall not be used for rating purposes.

 

7.2           Whenever a rating indicates a combination should be moved to a faster division, the combination shall be moved.

 

7.3           A Non Rated Contestant must compete in the Open Division. Until they have been rated.

 

7.4           After each rating, the rating secretary will make available the ratings. Any member may request a copy of the current list.

 

7.5           An individual rating record will be kept on all combinations who participate at the shows except for those in Lead-Line Division.

 

7.6           If a rider believes a rating error was made it shall be the responsibility of the rider to contact the Rating Secretary.

 

7.7           The following procedures shall be used to establish a combination’s Average Time Division Rating.

 

7.7.1   The base time will be entered for each Rating Event that was run.

 

7.7.2   The Average Base Time will be rated using the Average Event Time chart. Each Event Rating is a value.

 

7.7.3   The combination’s Division will be determined by using the Average Division Rating Chart

 

 

7.7.4   Glossary

 

Actual Time – Time ran, including penalties

 

Base Time – Time ran, not including penalties

 

Non Rated Combination – A combination which is not listed on the official rating list.

 

Playday – Points from these shows shall not be used for end of the year high points. Times from these shows can be used for rating purposes.

Section 8.0 – Penalties and Disqualifications

 

8.1           Penalties

 

8.1.1   A two second penalty shall be assessed for each obstacle knocked down or touched with hand, unless otherwise provided in the class specifications, but the rider must remain “On Course” as if the obstacle were still standing.

 

8.1.2   Any obstacle which is knocked down and rights itself will be considered a downed obstacle.

 

8.2           Disqualifications

 

8.2.1   Entering the arena with unsafe tack.

 

8.2.2   Loss of course. This shall include:

 

(1)            Negotiating obstacles in other than the specified order.

(2)            Negotiating obstacles in the wrong order.

(3)            Correcting the improper passing of an obstacle by intentionally backing or changing the direction of movement.

 

8.2.3   Fall of rider while on course.

 

8.2.4   Horse being unruly or out of control.

 

8.2.5   Any kind of cruelty to the horse, whether or not specifically mentioned in this rule.

 

8.2.6   Excessive use of spurs, crops, bats, romels and/or “over and under”.

 

8.2.7   Should a horse or rider fall, while not on course, it shall be considered a granted request for permission to dismount.

 

8.2.8   If any part of the rider and/or the horse crosses or comes in contact with the start/finish line after crossing the start/finish line to enter the course and before completing the course.

 

8.2.9   If after crossing the start/finish to enter the course and prior to completing the course, the entry knocks down or moves either start/finish line marker.

 

8.2.10                     If the rider does not start and finish the course by crossing the start/finish line between the two markers.

 

8.2.11                     Failure of entry to leave the arena immediately upon notification by the judge of disqualification shall bar both the horse and rider from further participation in the show.

 

8.2.12                     A rider shall be barred from further participation in a show, with no money refunded to the exhibitor, if any act committed, or remark made during said show is:

 

8.2.12.1 Considered offensive and/or made with the intent to influence or cast aspersions on the judging.

 

8.2.12.2 Considered harassment of the judge(s) and/or show management.

 

8.2.13                     Unsportsmanlike like behavior shall bar the rider from further participation in the show and result in a loss of all points for the show

 

8.2.14 All protests shall be brought before the board members

during the next regular meeting.

Gymkhana Course Specifications

 

Show management is not limited to the events listed in this chapter, however, if others are offered the general rules must be observed, excepted where inapplicable.

 

Section 1.0

 

1.1           Between the end fence which is parallel to and opposite of the start/finish line and any obstacle there must be a minimum of twenty (20) feet.

 

1.2           The start/finish line must be indicated by poles, pylons, or other visible markers. Flags shall not be used.

 

1.2.1   When electronic timers are used, if poles are used as the start/finish markers, the poles must be placed on the course side of the timing beam.

 

1.3           Measurements are made at the center of the base of the pole or barrel.

 

1.4           All measurements from the start/finish line are made perpendicularly from the center point of the line.
